Southern African Institute of Government Auditors (SAIGA) is looking to appoint a suitable Service
Provider of qualified individual/s for External Audit Services.

The objective of the audit is to express an opinion on whether the financial statements present fairly, in all material respects, the financial position of the Institute in accordance with the International Financial Reporting Standards for Small, Medium and Micro Enterprises (IFRS for SMMEs).

1. Introduction

The Southern African Institute of Government Auditors (SAIGA) invites proposals from suitably qualified individuals or organisations to provide resource mobilisation services.

This Request for Proposals (RFP) seeks to identify a resource mobiliser who will support SAIGA in securing funding, partnerships, sponsorships, and other revenue-generating opportunities to strengthen and expand the Institute’s programmes and strategic initiatives.

2. Background

SAIGA is a non-profit professional body established in 1988 to serve the public interest by advancing public accountability and auditing in the public sector. The Institute represents professionals holding the Registered Government Auditor (RGA) designation and plays a key role in professional certification, research, and capacity development within the public sector auditing and accounting environment.

Through its programmes and partnerships, SAIGA supports the development of ethical and competent public sector professionals and contributes to strengthening governance, accountability, and financial management.

To further support its mandate and strategic objectives, SAIGA seeks to expand its funding and partnership base by appointing a resource mobilisation specialist.

3. Objectives of the Assignment

The primary objective of this assignment is to secure financial and strategic support for SAIGA programmes and initiatives through targeted resource mobilisation efforts. The appointed resource mobiliser will be responsible for identifying, developing, and securing funding and partnership opportunities that support SAIGA’s work in professional development, research, public sector accountability, and capacity building.

This is an exciting opportunity to join the Southern African Institute of Government Auditors (SAIGA), a professional body that has a focus on the public sector auditing and accounting profession. SAIGA certifies audit professionals in the public sector and provides technical support and guidance as well as technical training amongst others. The Strategic Partnerships and Growth Officer will play a pivotal role in driving the organization’s growth by leading the management of strategic projects, fostering impactful partnerships, and ensuring the accreditation of training firms and universities. This position is designed to enhance the organization’s presence and influence, strengthen its relationships with key stakeholders, and uphold the quality and compliance standards of accredited programs. The Officer will take ownership of building and sustain strategic partnerships, providing leadership in project coordination, conducting advanced research, and delivering critical data analysis and reporting.

The CEO is responsible for providing strategic leadership, vision and executive management of RIM, ensuring the fulfilment of its National and World Heritage mandates, operational sustainability, sound governance and compliance with applicable legislation.

The role works closely with and reports to the RIM Council to enhance organisational performance, drive innovation and strengthen stakeholder confidence. The CEO will be expected to lead RIM through a phase of organisational strengthening, operational renewal and strategic repositioning.

The CFO, reporting to the CEO, is responsible for providing strategic and operational leadership of RIM’s financial sustainability, audit, governance and reporting functions, with responsibility for the Annual Financial Statements and Annual Report in compliance with the PFMA and National Treasury prescripts. The incumbent will ensure timely submission of reporting obligations to Council and the Department of Sport, Arts and Culture within statutory timelines.

The Company Secretary is responsible for providing governance, compliance and legal support to the Council and its Committees to ensure adherence to applicable legislation, regulations, codes and governance standards. The CS ensures the effective functioning of Council and Committee processes, support ethical and responsible leadership, and facilitates decision-making through accurate records, information and guidance.

  • Minimum honours degree, post-graduate or equivalent qualification in the
  • Accounting, Auditing, Finance, Education and Professional Development fields.
  • Minimum of 5–10 years’ relevant experience, including senior leadership responsibility in technical standards, professional development, qualifications, or certification environments.

Position: Audit and Risk Committee Member

The Southern African Institute of Government Auditors (SAIGA) is calling upon interested applicants to apply to serve in the SAIGA Audit and Risk Committee. Appointed candidates will be remunerated for attending meetings at a rate approved by the SAIGA Council and where applicable be reimbursed for travel costs incurred to attend meetings or other SAIGA Audit & Risk Committee activities.

REQUIREMENTS

  1. The members of the Committee must possess a minimum of an NQF Level 8 degree in Accounting, Auditing, Finance, Risk Management, Information Technology, Corporate Governance, Law, or Public Administration.
  2. A Postgraduate qualification in Accounting, Auditing, Risk, Governance, Information Technology, or Compliance is advantageous.
  3. A minimum of 10 years’ experience in auditing, risk or accounting.

The Institute recognises and accredits university academic programmes that are aligned with the competencies to become an RGA.

 

Universities are encouraged to apply to be recognised as a pathway to the RGA designation by providing students with opportunities to become professionals in the public sector. To qualify for SAIGA university accreditation, a university qualification should meet the following minimum requirements:

  • NQF Level degree in Accounting, Auditing or Equivalent
  • The degree must have the following majors or modules as part of the curriculum, Accounting, Auditing, Management Accounting or Financial Accounting as well as Taxation.
